Grandma got taken by a scammer.

I haven't heard much about it, but there is a bill sponsored by Reps. Lunsford, Oliver, Jackson, Walker, and Ralston (House Bill 1017)

It's a bill to ban telemarketing to those of "diminished capacity". A good cause, to be sure. "Telephone solicitation" is defined as:

(3) 'Telephone solicitation' means any voice communication over a telephone line for the purpose of encouraging the purchase or rental of, or investment in, property, goods, or services, and further specifically includes but is not limited to communications: (A) To any residential, mobile, or wireless subscriber with that subscriber´s prior express invitation or permission; (B) By or on behalf of any person or entity with whom a residential, mobile, or wireless subscriber has a prior or current business or personal relationship; or

So, really, any business conversation (if your real estate agent calls you with a list of homes you may be interest in, that's probably "encouraging" a "purchase" of "property").

Essentially, it is a "no call list" that your family members can put you on, or pretty much anyone who says they are your family. A bit impractical, and other than expiration, there is no mechanism to remove yourself from it, and there is the downside of being labeled a tard.

I think a lot of people of non-diminished capacity will put themselves on this list.
