Our first TV spot from the Fulton County Democratic Party's 2008 campaign to encourage early and absentee voting. The campaign will also include: radio, mail, print advertising, web and community outreach, and will be made available for use by other county parties and Young Democrat organizations in Georgia. I'll post more info as the full project rolls out later this month.

It just is. See the illustration posted above.
The stars are a separate gesture meant to evoke americana. The expanding rays are used to evoke the sun, ie: new day, hope, optimism, and so on.
