Actually Graves and Rogers may have financially managed quite well if it turns out they were able to take cash away from their deal with the bank, and then walk away and stiff the bank by transferring the obligation to a bankrupt. Meanwhile Graves and Rogers avoid court for who knows how long as state code stays court proceedings while the General Assembly is in seesion until 90 days after adjornment, with an indefinite duration special session for redistricting waiting in the wings.
The Zell Miller Scholarship for full tuition requires a 1200 or a 26 (i believe) on the ACT in addition to the 3.7 GPA.
I don’t believe the new proposal requires a minimum SAT score.
Less than 6%. Overall,a 1200 combined score puts you in the 80% percentile. But among AA’s, scoring over a 600 on one verbal or math will put you in the 94% percentile or higher.
I can’t find combined score tables by race, but if >600 on one subject is 94% and >600 on the other is 95%, combined can’t be any lower than 95% since not everyone that hits 600 on one will get that high on the other.
For whites the 600+ on each test percentiles are in the mid 70’s.

Seriously though, if you want HOPE to be available to more students, you could consider going at it by addressing the problems of (1) tuition inflation and (2) grade inflation. Otherwise, you have to limit the program’s availability somehow because the stupid tax only goes so far. Whether you go with grade limitations vs. another limitation (e.g., income caps) is debatable.
Since we are addressing this crisis, we could also consider whether it is a sound practice to invest in the education of thousands of liberal arts majors every year who have no marketable job skills, unless there is a job out there for people who are good at beer pong, Madden Football, or having discussions in coffee houses. If you know of such a jobs, please let me know first.
HOPE is not the biggest issue facing the state and I don’t think the proposal is that unreasonable given the fact the state is broke.
The proposal calls for the HOPE scholarship to cover 90 percent of each students’ tuition, whereas the program previously covered all of tuition for those maintaining a 3.0 grade point average. Also, HOPE funds will no longer cover books, fees or remedial classes.
The legislation was crafted to create a 100 percent HOPE tuition coverage for students who maintain a 3.7 grade point average or higher. Such students will be designated as Zell Miller Scholars, an honor named after former Gov. Miller, who was the creator of the HOPE Scholarship program.
Also the legislation will trim the sales commission paid to lottery retailers and cap bonuses given to lottery employees.
